This policy brief focuses on equity, equality, and inclusion in education and training policies
across Europe. It aims to provide an overview of the measures taken in various national contexts,
highlighting both best practices and areas where further research and policy action are needed.
The brief begins by examining the key findings from an investigation conducted by the research
team, which identified over 400 reforms across 29 countries, including EU member states,
England, and Norway, from 1999 to 2024. The countries involved have implemented several
reforms since 1999, although some may have been introduced before the analysis period. Larger
reforms addressed all levels of education, while smaller ones focused on specific levels (ISCED)
or topics and target groups. The results are presented in a structured manner, starting with an
overview of compulsory education, followed by targeted interventions introduced by many
countries to assist disadvantaged groups. Additionally, it highlights clusters of reforms aimed at
both improving universal access and addressing specific groups, while also noting the
development of more comprehensive reforms that cover multiple ISCED levels, along with the
challenges related to monitoring and evaluation.
